SUAP / SCIA Guide for Tuscany
Clear English guidance for foreign property owners who need to understand when a SCIA filing through SUAP may be required for short-term rentals in Tuscany.
Not every short-term rental in Tuscany requires a SCIA. This guide explains the difference between private non-entrepreneurial rentals and cases where the activity may need to be filed through the municipal SUAP portal.
SUAP and SCIA rules depend heavily on the Comune, the type of activity, zoning, building status and whether the rental is private or entrepreneurial. A local technical check is often necessary before filing anything.
What are SUAP and SCIA?
SUAP means Sportello Unico per le Attività Produttive. It is the municipal one-stop-shop, usually online, used for business and hospitality procedures.
SCIA means Segnalazione Certificata di Inizio Attività. It is a certified notice used to start certain activities without waiting for a traditional prior authorisation, subject to later checks by the authorities.
The municipal portal or office used for business and hospitality procedures.
A certified start-of-activity notice filed with forms, declarations and attachments.
Building status, zoning, systems and safety requirements may need to be verified.
Each Comune may apply its own procedures and documentation requirements.
When SCIA is usually not required
Many foreign owners manage one apartment or house as a private, non-entrepreneurial short-term rental. In many Tuscan municipalities, this kind of activity does not require a SCIA through SUAP.
| Typical private rental situation | SCIA position | Other obligations still apply |
|---|---|---|
| One private apartment or house | Often no SCIA, if non-entrepreneurial | CIN, Alloggiati Web, statistics and tourist tax where applicable. |
| No hotel-like services | Usually treated as private rental activity | No reception, breakfast, daily cleaning or organised hospitality services. |
| Owner rents as an individual | Usually outside business-SUAP workflow | Income and tax position must still be handled correctly. |
“No SCIA” does not mean “no compliance”. Private rentals still need the correct identification code, guest reporting and municipal or regional reporting obligations.
When SCIA / SUAP may be required
SCIA becomes relevant when the rental is treated as an entrepreneurial hospitality activity or when the local rules require a formal filing for that property or use.
Multiple units, company management or a professional hospitality organisation.
Reception, breakfast, daily cleaning, concierge or organised guest services.
B&B, affittacamere, residence, agriturismo or other classified hospitality activities.
Some areas or municipalities may require checks based on urban planning rules.
Tuscany workflow: from feasibility check to SCIA filing
For entrepreneurial rentals or uncertain cases, the safest approach is to check feasibility before filing. The typical workflow is shown below.
Documents typically required for SCIA
Each Comune can request a different package. For hospitality activity, the following documents and data are commonly involved.
ID, codice fiscale, owner or legal representative details and company data where relevant.
Floor plans, room surfaces, number of rooms, number of beds and property layout.
Proof of ownership, lease agreement or other legal title to use the property.
Building, systems, hygiene, accessibility and fire-safety documents where applicable.
Notes for foreign owners
For foreign owners, the SUAP / SCIA process is usually more complex than CIN or Alloggiati Web because it may require Italian technical documents, digital signature, PEC, local forms and coordination with a technician.
| Issue | Why it matters | Practical approach |
|---|---|---|
| Italian digital tools | PEC, digital signature and SPID/CIE may be involved. | Use a delegated technician or consultant where appropriate. |
| Technical language | Forms often require building and planning terminology. | Do not complete technical declarations without checking them. |
| Local interpretation | Different municipalities may apply different procedures. | Ask the Comune or SUAP before assuming SCIA is required. |
| Tax classification | Entrepreneurial activity can affect income tax, VAT and filings. | Coordinate with an Italian commercialista before starting. |
Frequently Asked Questions
Does every short-term rental in Tuscany need a SCIA?
No. Many private non-entrepreneurial rentals do not require a SCIA, but local rules and the actual activity must always be checked.
Is SUAP the same as the CIN portal?
No. SUAP is the municipal business-procedure portal. The CIN is obtained through the regional/national identification workflow.
Can I file SCIA myself as a foreign owner?
Sometimes, but in practice SCIA often requires Italian technical documents, digital signature, PEC and local knowledge. A technician is usually recommended.
Do I need a geometra or architect?
If the case involves zoning, building compliance, floor plans or hospitality classification, a local technician is normally needed.
Can I start renting while waiting for checks?
A SCIA normally allows the activity to start after filing, subject to later checks. However, this depends on the exact procedure and the Comune.
Does SCIA replace Alloggiati Web or tourist tax?
No. Even if SCIA is filed, guest reporting, statistics, CIN display and tourist tax obligations remain separate.
