CIN and regional registration

What is the CIN?

The CIN, or Codice Identificativo Nazionale, is the national identification code required for properties used for short-term rentals and tourist accommodation in Italy.

In Tuscany, the practical process usually starts from the regional registration workflow and then continues through the national BDSR system.

Do I need a CIN even if I rent only occasionally?

Yes. Short-term rental activity normally requires the CIN even when the rental is occasional, seasonal or limited to a few weeks per year.

How do I obtain the CIN in Tuscany?
  1. Register or verify the property in the regional system.
  2. Check property data, cadastral information and owner details.
  3. Access the national BDSR system.
  4. Complete missing fields if required.
  5. Download the CIN certificate once issued.
What documents or data are usually needed for the CIN?
  • Owner ID or passport.
  • Codice fiscale.
  • Property address and cadastral data.
  • Property capacity and accommodation details.
  • Contact details of the owner or authorised representative.
Is the CIN the same as the regional code?

No. The regional code and the CIN are connected, but they are not the same. The CIN is the national code issued through the BDSR system.

Alloggiati Web

What is Alloggiati Web?

Alloggiati Web is the official Italian Police portal used to communicate guest identity data to the Questura.

Do all hosts need Alloggiati Web?

Yes. Guest reporting is a separate obligation from the CIN. It applies to short-term rentals and tourist accommodation, including private non-professional rentals.

When must guests be reported?

Guest data must normally be submitted within 24 hours of arrival. For stays of one night only, the communication must be made immediately or within the required short deadline.

How do I activate Alloggiati Web?

The activation request is submitted to the competent Questura for the province where the property is located. The Questura may request the official form, owner ID, property details, CIN or regional registration documents.

Does StayTour replace Alloggiati Web?

No. StayTour can sometimes help prepare or export guest data, but the Police communication is still made through the official Alloggiati Web portal.

SUAP / SCIA

Do I always need a SCIA for a short-term rental in Tuscany?

No. Many private, non-entrepreneurial short-term rentals do not require a SCIA through SUAP. However, local rules, zoning and the actual nature of the activity must always be checked.

When is SCIA more likely to be required?

SCIA may be required when the activity is entrepreneurial, structured as a hospitality business, involves multiple units, includes hotel-like services, or falls under specific accommodation categories such as B&B, affittacamere, residence or similar.

What is SUAP?

SUAP is the municipal one-stop-shop portal or office used for business and hospitality procedures.

Can a foreign owner file a SCIA alone?

Sometimes, but in practice SCIA may involve technical documents, digital signature, PEC, local forms and zoning checks. A local technician is normally recommended for uncertain or entrepreneurial cases.

Timing and full compliance

🏷
CIN

Timing depends on whether regional and BDSR data are already complete and consistent.

👮
Alloggiati Web

Questura activation timing varies by province and by workload.

💶
Tourist tax

The platform and deadlines depend on the Comune.

📊
Statistics

Regional or municipal reporting may be handled through different portals.

Practical timing
A realistic setup can take from a few days to several weeks, depending on missing data, Questura response times, municipal portals and whether a technician is required.

Safety equipment

Safety obligations depend on the type of activity, the property and applicable rules. Hosts should verify the current requirements before publishing or receiving guests.

Item Why it matters
Fire extinguisher Often required or strongly advisable for short-term rental compliance and guest safety.
Gas and carbon monoxide detectors Relevant where gas systems, boilers or combustion appliances are present.
First-aid kit Useful as part of a basic guest safety setup.
Emergency information Guests should know local emergency numbers and basic house safety instructions.

Taxes and rental income

Tax note
Rental income taxation depends on the owner’s residence, tax status, number of properties, rental model and whether the activity is private or entrepreneurial. Foreign and non-resident owners should use an Italian tax advisor before relying on a tax regime.
Is tourist tax the same as income tax?

No. Tourist tax is a municipal charge collected and declared according to local rules. Income tax is handled through Italian tax declarations and depends on the owner’s tax position.

Do foreign owners need an Italian accountant?

In practice, foreign and non-resident owners usually need a commercialista to handle annual income tax declarations and cross-border tax questions.

Does having a CIN mean my tax position is complete?

No. The CIN identifies the property. Tax obligations remain separate.
